Le plateau se divise en quatre parties: les Provinces-Unies, Les guildes, les colonies et une piste des Provinces. Sur cette dernière, le pion du Stathouder se déplace au début de chaque tour de joueur. Généralement, il s'arrête sur une case représentant deux provinces et tous les joueurs qui y ont des pions touchent un ou deux florins. Sur les 10 zones des Provinces, de cinq couleurs différentes, les joueurs vont placer leurs pions, Influence et Mouvement. Sur une zone, une seul pion Influence peut être posé et ils permettront ensuite de réaliser des actions spéciales. La troisième zone du plateau, les guildes, permet de prendre le contrôle de différentes factions, une par couleur. En contrôler une permet également de réaliser une action spéciale. A son tour, un joueur peut réaliser des actions "libres", bouger un pion Mouvement, prendre le contrôle d'une guilde en payant le prix nécessaire ou créer un nouveau marqueur Influence. Les actions "spéciales" permettent d'obtenir des avantages importants et sont le cœur du jeu. Cinq correspondent aux couleurs des provinces et des guildes.
