He was of Romanian Jewish descent.[1] Elliott graduated from the Hartt School of Music and worked as a jazz pianist in New York and Paris in the 1950s.[2][3] He continued his post-graduate studies in composition with Arnold Franchetti, Isadore Freed, Bohuslav Martinů, and Lukas Foss, but it was Judy Garland who brought Elliott to California to become an arranger for her television show. Elliott continued his run in television as music director for Andy Williams' long-running series and later produced and conducted the NBC television special Live From Studio 8H: 100 Years of America's Popular Music. He also wrote themes for television shows Night Court, and co-wrote the themes to Barney Miller and Charlie's Angels with Allyn Ferguson. He is listed in New Grove's Dictionary of American Music and was awarded an honorary doctorate from his alma mater, the University of Hartford's Hartt School of Music. Elliott was co-founder and music director of the American Jazz Philharmonic (formerly the New American Orchestra)[4] and creator of the Henry Mancini Institute.[5] The original name of the Orchestra was b'"'The Big Ob'"' and was the largest jazz orchestra of its kind featuring over 92 musicians. After studying the cello and the trombone at the Paris Conservatoire National Supérieur de Musique he went on to play in a number of Big Bands. In the 1960s he accompanied Marlene Dietrich, Nat King Cole, Sammy Davis and Charles Aznavour, and in 1970 added the tuba, working as a studio musician and recording with Michel Legrand, Vladimir Cosma, Michel Colombier and others. From 1973 to 1983 he accompanied Claude Nougaro with Eddie Louiss and Maurice Vander, and played in the orchestras of Martial Solal, Michel Portal and others.  In 1981 he formed his own group, the "Steckar Tubapack", and his first recording in 1982 won the Prix Boris Vian, awarded by the Académie de Jazz. Marc Steckar has recorded over twenty discs using the tuba and in 1990 he started to mix the tuba with other ensembles, big bands, brass bands, wind bands, and choirs. In 1994 he composed several concertos for tuba, euphoniums and trombones and in 1999 received the Sacem Prix Printemps. He has gone on to compose several children’s tales and concertos for clarinet quartet, trumpets and bass trombone, all with wind ensemble.  O.D.A.S.S. est un orchetre d'harmonie créé par  RODOLPHE PIERREPONT. After studying the cello and the trombone at the Paris Conservatoire National Supérieur de Musique he went on to play in a number of Big Bands. In the 1960s he accompanied Marlene Dietrich, Nat King Cole, Sammy Davis and Charles Aznavour, and in 1970 added the tuba, working as a studio musician and recording with Michel Legrand, Vladimir Cosma, Michel Colombier and others. From 1973 to 1983 he accompanied Claude Nougaro with Eddie Louiss and Maurice Vander, and played in the orchestras of Martial Solal, Michel Portal and others.  In 1981 he formed his own group, the "Steckar Tubapack", and his first recording in 1982 won the Prix Boris Vian, awarded by the Académie de Jazz. Marc Steckar has recorded over twenty discs using the tuba and in 1990 he started to mix the tuba with other ensembles, big bands, brass bands, wind bands, and choirs. In 1994 he composed several concertos for tuba, euphoniums and trombones and in 1999 received the Sacem Prix Printemps. He has gone on to compose several children’s tales and concertos for clarinet quartet, trumpets and bass trombone, all with wind ensemble.  O.D.A.S.S. est un orchetre d'harmonie créé par  RODOLPHE PIERREPONT. Martial Solal – Newdecaband - Expositions Sans Tableau Le premier enregistrement de Martial Solal date de 1958 (Martial Solal et son grand orchestre), il renouvelle l'expérience notamment en 1983 avec Martial Solal big band, salué par la critique5. En 2000 sort Martial Solal Dodecaband Plays Ellington. Deux musiciens du Dodecaband (Éric Le Lann et Denis Leloup) se retrouvent sur ce disque; les autres musiciens sont des « nouveaux venus ». L'orchestre ne comporte pas de saxophone, mais les parties de trompette et de trombone sont doublées. Claudia Solal au chant est un membre de l'orchestre à part entière, et n'a un texte que sur A Frail Dance.
