A World in Conflict les joueurs dirigent les armées et l'économie des grandes puissances ayant pris part au second conflit mondial: USA, URSS, Allemagne, Japon, France et Commonwealth. Développé en coopération avec l'éditeur ADG, le jeu se veut simple et rapide tout en respectant l'esprit de World in Flames qui est généralement considéré comme l'un des meilleurs et plus complets wargames sur le sujet. Les tours de jeux sont divisés de la façon suivante: au premier round les troupes aéronavales se déplacent et combattent en mer, puis les mouvements et combats aéro-terrestres ont lieu. ces derniers peuvent viser la conquête d'une zone aussi bien qu'être des bombardements d'usines ou de ports. il est possible ensuite de jouer un second round d'activité, mais cela consomme une unité de pétrole, qui est donc une ressource stratégique importante. Enfin, le tour s'achève avec la gestion des pays neutres, la construction réparation d'unités, etc. Le jeu est entièrement dirigé par les choix des joueurs, qui pourront décider de rechercher et d'améliorer tel ou tel type d'unité. De même, vous pourrez décider de privilégier la construction de telle ou telle unité: les allemands construiront ils le groupe d'armée centre en premier ou bien une flotte de haute mer ? Pour l'emporter, chaque nation poursuit ses propres objectifs, le vainqueur sera celui qui aura su avoir la stratégie la plus cohérente dans ses choix de commandement et de production ainsi que ses objectifs politiques l'emportera, tout en tenant compte du fait que la date de fin de partie n'est pas certaine et peut survenir brusquement en fonction des évènements ! Enfin, une règle optionnelle permet de jouer l'avant guerre afin de modifier les choix stratégiques effectués historiquement pas les belligérants.
